Reasoning to interpretations

Have a look at the picture below, spotted in Salzburg:

What does the notice mean?  (Answer below cut.)

These are the answers people tend to give:

  1. Most but not all of the batteries beside the sign are fully charged.
  2. Give us your battery, we will charge it for you.  We can charge most but not all types of battery.
  3. We have almost all types of battery.  They are all fully charged.

Nice “ecologically valid” test of how people interpret quantifiers…? :-)
